Sometimes the official statements from the refs are frustrating because they can make an argument that when taken in isolation you can see how they got there from the rules and their explanation of what they’re looking for…they are just completely dissonant from what they they did and said the week before and the week before that.
This time, there just isn’t a credible argument for why that isn’t a handball so instead all they will say is, without elaboration, that the ref didnt think it was a pen and as he had a clear view the VAR couldnt do anything about as if that makes any sense or is in anyway satisfying.
He gave a goal kick so he presumably didn’t see it clearly as he thought there was no contact. If he had awarded a corner then they could argue that he thought the contact didn’t constitute a penalty.
Yes, it doesnt have to make sense. For the Doku incident they argued simultaneously that Oliver didnt have a clear view, but correcting him would be rerefereeing the game so let the decision stand.

In a normal world, I would rather Arsenal win the Prem over Man City. I’m no Arsenal fan, but they are a proper team, and while they have pushed the boat out financially, it has been legitimate and within the rules. So in a normal world, I’d want them to win.
But… it’s not a normal world.
My hope is that this whole era will come to be seen as corrupt and tarnished, the asterisk years if you will. Another Man City Premier League title will be met with an indifferent shrug, as winning from cheating is no achievement at all.
