If they wished, they could probably more or less live in the UK without permanent residency status. But it would be easy enough to relocate to the UK for six months while starting the longer term process. However, for an older couple it would be a difficult and unwanted transition.
I would expect a travel visa. It’s probably want Diaz would hope to get for them both. Until things can be made safer at home.

The situation seems really worrisome, because unless the authorities are simply not revealing it, it doesn’t appear the kidnappers have made contact. That isn’t normal. The border regions with Venezuela are very high risk areas, but that province is not one of the worst. This doesn’t seem like one of the polished ‘commercial kidnappings’ that are dangerous enough, improvisation just makes it that much more dangerous.
You can reset the six month stay period almost immediately, i.e. spend one night out of the UK. However, the six month stay is designed for short-term visits, so if you are suspected at immigrations to be using this to live in the UK, you will be denied entry into the UK.

Let’s imagine a world where Luis Diaz’s parents like where they live. It’s what they know - the language, the people, the lifestyle, the weather, the food, etc.
Hopefully life is now a little easier for them as I’m sure Lucho was looking after them, only now it has all been upended with the kidnapping.
Moving them to Liverpool might be doable, but do they even want that? In addition to all the factors mentioned above, I think it’s a large family, not just Lucho, and their life is in South America.
I hope the dad is found safe and well, and the family can be left alone. It sounds like the Colombian authorities have initiated a good response, not just because that’s the right thing to do, but perhaps also because with such a high profile guy as Lucho, this is not doing the country’s reputation any favours on the international stage.
Ideally they catch the kidnappers and bring them to Justice, and word gets around that criminal element that Diaz is not to be touched as it will come with a heavy government response.
