Of course VAR can review a possible red card offense. In those cases it is limited to finding evidence that the ref saw the incident incorrectly. Not that the interpretation was wrong, but that the picture of the incident he has in his head that he used to make the decision is shown to be factually incorrect by the actual footage.

In cases where the ref saw the incident but made an objective decision the VAR disagrees with (such as, is it ok to kick a player in the throat?) VAR cannot intervene.
