Most of the assessments are done by own team’s doctor and medical staff but Its a trial of course and there is a tunnel doctor presumably appointed as a neutral party who reviews it on hawkeye?Nothing is 100 percent foolproof of course but in this particular case, Wolves had no reason to fake it of course with so late in the game and them behind by a goal.
