Chelsea have many players missing while City have their full squad available.
The rules really need some transparency (if they exist). Chelsea’s condition seem at least as significant as others that have led to postponement.

Chelsea named only 4 outfield players as subs and yet the PL rejected their request to postpone the match. So either the PL did not deem their situation as bad as other teams and Chelsea is purposely putting out this depleted subs as a statement out of spite or the PL just cannot have a consistent guideline on postponements
