These are the rules
From this season, only intentional fouls in the penalty box on a player through on goal will be punished with a red card. If it is deemed that a genuine attempt is being made to play the ball, then the punishment will only be a yellow card.
Im not sure why a yellow wasn’t awarded.

What a fucking joke that City penalty is. Cucurella barely makes contact and eitherway Haaland has no shot at getting the ball.

This is specifically with regards to DOGSO.
Thats what most fouls in the box are for. Reds can are still given for pushes pulls and things like that.
