It’s FIFA rules, they allow each of the countries football association/federation call it whatever to allocate their 12 week period anytime from the day after the conclusion of the previous season up until but no later than 4 weeks into the current season. Most major leagues in Europe choose to have it from July-September 1st, others will work around that.
English non-league is still open I believe, lots of youngsters have gone to National League in last couple of days.
Youth players can still move too. Wolves signed a player from City of a permanent deal and Newcastle grabbed one from Wolves.

It makes sense for Turkey to be later. They have made a good niche for themselves over the years of being a back up destination for players who dont get a move to a more mainstream league and closing their window later than those leagues facilitates that.
