The Isle of Man, and the Channel Islands are not part of the United Kingdom, so they are not represented on the Union Flag/Jack.

Devon and more latterly Cornwall (the Horn of Wales), were absorbed into the Kingdom of Wessex well before the Norman conquest, so they have less justification for representation on the Union Flag than Wales.
