The MO is definitely different than the usual Israel/US tactics. But, it doesnât mean that they canât change the modus operandi or act through a proxy. I remember the assassination of an Iranian scientist which also didnât fit the known MO of Israel/US.
I feel the attack was designed either to intimidate Iran by showing that Israel/US can hit deep inside Iran, or to infuiriate Iran into a reckless response. This attack, along with the assassinations of Sayyed Razi Mousavi and Saleh al-Arouri is making Iran and its allies look weak.

A strike on a civilian gathering isnât that intimidating. An assassination inside Iran would be far more effective. I agree that the motivation is very likely to provoke an Iranian response.
