Yeah. My problem with it is they are trying to address an issue by tinkering with the punishment for a rule that exists but the refs completely ignore. We might get a lot of agreement that an indirect freekick is an ineffective punishment*, but the key point is refs dont address the issue anyway. If you want to improve this area of the game start with demanding the refs actually pay attention to the rule and then if we all agree the punishment is ineffective then tinker with alternatives like switching to corners.
*I actually dont think it is an ineffective punishment because as hard as it can be to score in some of those indirect free kick situations, as a defender you are totally shitting your pants at facing it. It is not the sort of situation anyone on the defending team is going to want to be put in.
