Hardly. He is saying this is a policy failure for Trump because the outcome is exact opposite of what their policy goals were. It is not a statement of concern about the rise of the latin american left, and he has frequently spoken in support of these movements and their leaders.

I don’t know what point you are making. You implied Rhodes tweet implied supports of the right wing administrations in Latin America, or is at least not happy that the Morales won. It doesn’t. And other than just throwing mud to make him and his administration look like terrible American Imperialists, I don’t know the relevance of the subsequent posts.

You can criticise Trump for a policy failure without wanting his policy to have succeeded. In fact criticising his incompetence is a powerful electoral message, as it is directed to the people who are unlikely to vote for your guy but may stay home if they come to see their strongman as an ineffectual pussy who gets outplayed by everyone.

That’s a complete non-sequitur. You don’t need to believe that the responsibilities of ICE should be reassigned to other agencies and the agency dissolved to have a genuine issue with the governance of the agency or the policy they were asked to follow.
