Almost all online news stories are illustrated with a picture. You have taken one extremely bland picture of a disgruntled child to demonstrate that the BBC have an anti-government agenda even though I have shown you a similar story with a similar picture from the right-leaning Telegraph to demonstrate that this is simply standard editorial practice.
Do you expect the BBC to be simply reporting on how great and wonderful the government is in a similar manner to the DDR or North Korea? Maybe they could have shown a picture of a child being gleefully smacked by a smiling Tory minister whilst commenting on how wonderful his now rosy red buttocks are now feeling.
