what constitutes published research? who certifies it? what fields? can a country just push out published research internally? what is the quality of the research?
This are publications in peer reviewed journals where research carried out at universities, hospitals and (in some instances) private institutions. The output is basically the baseline or basis for any innovation, period.

From the begining of life on earth, it has been survival of the fittest, the theory of evolution. Taking territory, resources, enslaving people, seeking Power.
The British/European empires werenât the first Empires to rule over other countries, but with advancement in technology Colonialism was definitely (without sounding crude) the most commercial/capitalist and documented.
None of us should be made to feel guilty or blamed for decisions/actions our forefathers made in a completely different era to the one we live in now. However, at the same time it is important that we learn and understand the affects Colonialism had on large populations of the world, show empathy and try to correct our mistakes.
Unfortunately, we donât live in an ideal world where everyone is on the same page and as you say it shouldnât be at the expense of some level of security as we see it - After all, we could be the enemy and possibly coerced into believing the principles of the Western world - but thatâs a completely different topic.
I believe the population of the Chagos Islands has never been more than 4,000 or 20,000 with Military personnel. If the island is deemed important strategically then you have to weigh up the risk factor. If by continuing to displace a town sized population on the basis of it potentially saving millions of lives then surely there is only one outcome?
Anyhow, this is not my opinion, just thinking out loud without any real knowledge/understanding just a few internet searches.

I was going for a slightly different take but in essence you have not misunderstood. We have (had?) some of the most cutting edge institutions that were contributing to new inventions, ideas and knowledge - across all fields. We should have invested more in how to capitalise on that but instead we went for imaginative the mass production of degrees for sale. Meanwhile the output will continue to drop as research and innovation move East.

Iâm not saying you are wrong, to be honest I donât really give him much thought. I try not to get wound up by Politicians because I have a low opinion of them - all parties. Infact, I try to only reference them if itâs positive- which sadly is rarely.
We have, since the revolution been a leader in innovation and still are. However, we suffer hugely in lack of investment to support these ideas and rely on foreign investment or these small start ups being brought by US/China. Look at the money China and the US pump into research and the numbers of researchers they employ.
The UK constantly relies on outside investment rather than self promotion - Have a good idea and let others prosper. I also think it is about our reserved nature. This may be stereotyping but China is almost forced by the State to produce results, whilst the US are so bravado, they gain investment by being so sure of their product, sell it well and companies are more willing to invest.
