She ran a department responsible for customer relations and mortgage retention (according to BBC/ wikipedia). It still may have required input from her as an economist, but even if it didnt, its not unusual for analysts/ economists to move across to gain advancement in organisations.
Prior to that she was an economist at Bank of England.
And as already stated she does have an MSc in Economics.

You said that Rachel Reeves was unqualified to be chancellor. There isn’t actually any statutory requirement for the chancellor to have qualifications but let’s examine what qualifications recent chancellors have:
Rachel Reeves - BA in philosophy, politics and economics, MA in economics
Jeremy Hunt - BA in philosophy, politics and economics
Kwasi Kwarteng - BA in classics and history. PhD in economic history
Nadhim Zahawi - BSc in chemical engineering
Rishi Sunak - BA in philosophy, politics and economics, Master of Business Administration
Sajid Javid - BA in economics and politics
Philip Hammond - BA in Philosophy, politics and economics
George Osborne - BA in Modern History
Osborne and Zahawi aside, most have some qualification in economics. Reeves is actually the most qualified in that field.
