That is share of GDP - Thatcher’s governments were to some extent successful in seeing some (not all) of the reduced taxation share compensated by increasing absolute take due to economic growth. But yes, that really is Thatcher saying the government should be doing less.

I believe (not as familiar) that the German demographic situation is even worse than the UK’s, but the overall fiscal structure is not as bad - although for pensions, the same pay-as-you-go problem/deficit is still there. The upward movement of the retirement age was probably unavoidable.

Unfortunately, the NHS is already doomed, and sadly it has been in a death cycle for decades. Any money it receives is never enough and is spent fire fighting/mismanaged.
As you say the task is beyond any single Government. It needs to be a cross party commitment, where a budget is agreed rising with inflation, but more importantly there needs to be an independent review commissioned without any Government interference and a plan put in place, short/medium and long term.
Unfortunately, we all know this will never happen.
