No, it does not. It is only relevant for state actors, unless all parties agree that it is also relevant for non state actors. But they won’t do that obviously, as neither Pakistan nor Turkey is interested in entering the war.
This is the joy of proxies. You can fuck up you enemy by sacrificing pawns in other countries, like Iran is an expert at doing. As long as you don’t care about human lives and you are a notorious pariah anyway, that is “cheap”, as it does indeed not trigger automatic retaliation (certainly not activation of alliances) and can at times even have plausible deniability.

It does seem like there will be a patience level that Iran seems to want to test.
I just don’t see the end game for Iran in this. If they really do escalate to all out war , what does Iran have to gain from that.
Iraq is a joke, no semblance of state. BTW, did they take any steps when the Israeli base in Iraq was discovered.

Many. It was the brain child of Soleimani, to defragment the IRGC into umbrella militias, advised by the Quds Force.
The 3 most important ones: Iraqi PMU, Hezbollah and Ansarallah. Hamas is another one, but Iran has less control over them (but very much influence).
But they also have others, such as Afghans etc.
