There is suspicion in some circles that these ‘talks and meetings’ are somewhat ephemeral, a lot of spin ladled on to some preliminary contact to allow Trump to back away from yet another threat where his allies faced asymmetric consequences.

I tend to agree with this, but it is done so incompetently that it certainly will appear as market manipulation.
But maybe Canucko is correct, at least partly (I mean, I expect there to be inside trading and some manipulation in a little click, but I think that is more opportunistic than driving policy). It is very hard to say.
