I dont think even 1986 had this many questions about it after Colombia gave up hosting after acknowledging they expanded tournament they were being asked to host was not the one they agreed to, and then again later threatened after a major earthquake in Mexico City.
There are some reports that the money has somehow been allocated through DHS, and requires Andrew Gulliani, Rudy’s failson, to be the point person for distribution. It is not out of the question that the money has been siphoned off, the municipalities end up never getting what they are owed and so simply refuse to sanction the events
This is where the American tradition of billionaires extorting municipalities is turning in on itself. The discourse is just so accustomed to the bullshit around tourism benefits etc somehow justifying paying for a new stadium (to replace the 20 year old one financed with 30 year muni bonds) that they are ill-equipped to really push for clear numbers.
When Ottawa hosted some matches for the 2007 U-20 World Cup, FIFA’s ‘local benefit’ numbers were absurd. Simple assumptions like a 1:1 ratio between match attendees and hotel rooms were hauled in to try to convince the City to build new practice facilities. Canada Soccer was tasked with fronting the case, and it was genuinely laughable - one of the city councillors asked the CSA staffer doing the presentation why the staffer in particular would get a hotel room given that he lived walking distance from the stadium.

To be honest I saw some of the Brazilian buildings for the olympics when I was over there in 2020…If any event requires new infrascture it should be minimal, see also Greece.

How can the ruling body allow a match to take place when a team isn’t allowed to pick their players? Surely it should be held in a neutral venue if this is the case!

Sadly there has already been a precedent set in 2001 when Australia thrashed America Samoa after the Australia government blocked most of their squad due to passport issues rather than working with the Samoa government to work out a solution forced them to play a bunch of teenagers
