Inter are low balling because with Jones itās not just an expiring contract - itās an opportunity to book pure profit, and they are expecting Liverpool to take a reduced fee (on top of a reduced fee) to be able to get that money on the books.
My understanding is the club want to sell and the player possibly wants to leave. Itās not a condition that keeps a āreasonableā value.
