Putting aside all the corruptness around the WC, personally I don’t see anything wrong with this poster. It’s just common courtesy when visiting a different country.
There’s nothing outlandish in what it’s saying imo. It falls within normal differences. If it said something like women are not allowed to go and watch the match in a stadium, then of course you can give a lot of push back.
