I think this is where the reporting, especially the headlines, needs to be more careful. There is a big difference between a Russian athlete being unable to compete because his team is sanctioned vs the athlete themselves simply for being Russian.
I do recall reading that his dad, who paid sponsorship to the team to secure his driving place, was a staunch ally of Putin. Not sure where I’d read it though

Isn’t this issue more about the problems with the new cost cap rules? Drivers and highest earning executives aren’t part of the cost cap rules but plenty of teams were saying every cost should count if they want a more level playing field.
The cost of drivers salaries is only going to increase as it’s the key variable for the ‘richer’ teams to have a competitive advantage over the others.
The useless pay drivers e.g. Stroll, Mazepin, Latifi will become even more attractive to teams with low sponsorship income as driver salaries increase substantially.
