They approached the PL in early May from what I read.

Dock them 20 points a year for 3 years, starting from now.
Let them drop all the way to League 2, the 4th tier. Then from there they can win the league every year.
On second thoughts, let them yoyo between League 2 and 1 for as long as we here live, occasionally to get back briefly to the Championship, just to give them false hopes of clawing a return to the PL.
They would come under a different financial situation if they went to the Championship, been a number of clubs who have avoided serious sanction by coming up, Derby are a case in point on when you don’t, I think Sunderland and Coventry are other examples, though being badly run doesn’t help.
Also Bolton.
However the irony is they now may have sanction in the PL.
