So Liverpool are trying to agree terms with the player before contacting Palace. That should go down well with Steve Parish.
I would think there would be little issue here of agreement with the player, getting a deal done with his club for a fee we would be willing to pay would be the bigger challenge, and why I think stories such as this have no truth.

Im hearing club is still very keen on Phillips but City are reluctant to do business with us.

It seems such an odd rumour/ link. You would think his fitness record alone would make this unlikely. Factor in it being a deal with city who would not want to let us have a good player easily, and would probably fall over themselves to give us someone they no longer rate for a significantly high fee.
I can only think this is player/agent driven (perhaps we have told them we would consider a deal?), or we are exploring a possible loan deal?
