Exactly this. Liverpool scouts will have a longlist of players they think will be useful for a position. The transfer/data analytics team will then whittle it down to a shortlist, of which one or two will become priorities who we try to sign.
The interesting part of the Joyce article is that the club are clearly comfortable letting on that Leoni is on the shortlist.
The club realised that the fans have had nothing to whine about all summer and for a lot thats the best bit so they have have dragged the CB on a bit to keep those happy.

I havenāt seen 10 games and I wouldnāt believe anyone who claimed they had! Still, when his name was first linked a few weeks ago, I looked at Parma clips, and the main thing that impressed me was Leoniās strength. In one sequence he bumped Lukaku off the ball and held his ground really well, which is remarkable for an 18 year old.
The other thing that caught my eye was that he looked to have a turn of pace, which you donāt usually associate with such a big lad.
Obviously our recruitment team will know everything there is to know to make an informed judgement, but based on the limited action Iāve seen, Iād be happy if we signed him.
Weāve been trying to buy similar players over multiple transfer windows, so definitely part of a continuous strategy not a panic measure (the lad at Bournmouth this summer and the lad at Chelsea spring to mind for example)
My one concern would be that for some reason Italians just donāt seem to do well at Liverpool. I donāt know if itās homesickness or something else.
