Because not only has not one been able to make it work, but the clubs that have tried have made it a toxic concept resulting in a requirement to create bigger distinctions between related clubs. It is now very difficult to integrate a new club into your network at a sufficiently high level to serve as this sort of development pipeline role without fucking them over.
