It’s difficult to imagine the circumstances where the PFCC would award more than what was agreed between the clubs. It would take a quite monstrous upsurge in performances from Carvalho over the remainder of the season, or a call up to the senior England squad, to even move the needle slightly.
Listening to the commentator on ESPN he was talking about Liverpool taking too long to seal the deal, and now other clubs can be in for him on a free at the end of the season.
Usually commentators are not very well informed.

Terms agreed with player. Fee agreed with Fulham. Medical done. Player wants to come. We want the player. Fulham want it to go through at the fee we agreed so they don’t lose him for buttons to a continental club, or risk a lesser fee via tribunal with Liverpool. And to keep the goodwill between clubs they have Neco on loan, and quite possibly that could be linked to the Carvalho deal too.

I don’t know if the deal gets done, I will say it’s likely, however what I will say is by all accounts he is factually incorrect and talking heads in football are mostly appalling.
The best are the international journalists who have made a career of being able to string a few sentences in writing together.
He’ll be out of contract in the summer so Fulham can’t agree a sale to us as he won’t be theirs. Think all they can do is agree a compensation fee if he signs for us. They may also be able to give us permission to contact the player earlier than the summer to agree a pre-contract agreement I’m not sure on that. Otherwise we officially have to wait till end of the season even if all parties are agreed.
We can agree a compensation fee with Fulham and we already have the right to be able to complete a pre-agreement with the player directly. The Neco loan gives us that.
Basically it’s down to the player how soon this gets done. If it isn’t done shortly (within a couple of weeks) I suspect Carvalho will have decided to see how the land lies as a free agent.
Yes, they’re generally binding providing they’re sufficiently certain as to the terms that will form the ultimate contract. That’s not to say that they haven’t been breached (there was a case in Scotland a few years back). They can be difficult to enforce by way of specific performance (ie, forcing a player to join a club he’s had a change of heart over) so any remedy is likely to be purely one of damages.
That said, the vast majority of pre-agreements are honoured - providing there has been no material change in circumstances in the interim - and any ultimate deal will still be subject to a successful medical in June.
As a domestic transfer, he may even be able to join up sooner as the transfer window for domestic transfers opens at midnight on the last day of the season. So assuming Fulham aren’t dragged into the play-offs, he could conceivably sign for us on 23 May 2022.
